We are developing a community-owned housing fund to help finance affordable homes. Our starting point is what residents can afford, the homes they need and the security of their tenancy. We want local partners to help shape the funding and management arrangements.
What a local pilot must establish
We want to develop the fund with residents, housing providers and municipalities. Together, we need to agree what affordable housing means locally and how to keep it affordable over time.
Rent that fits household budgets
Compare rent, service charges and energy bills with residents’ incomes. A discount on market rent is not enough on its own.
Homes people can rely on
Agree who can access a home, how long affordability terms apply and how residents can influence management.
Funding for the life of a home
Plan for acquisition, maintenance and future upgrades. Set out who pays, who manages the homes and how risks are shared.
